New trends in innovation, public administration, and public policy
- with a special focus on social innovation
Course offered by Professor Lars Hulgård
PRESENTATION
Public administration has gone through three phases which will be discussed in detail with respect to understanding how innovation and social innovation are positioned and articulated in each of the three phases. Thus, we will examine the transition from the classical paradigm of bureaucratic public administration to New Public Governance (NPG) and more recent ideas and experiments with a broad variety of New Public Governance frameworks. We will see how the agency of change makers in the public sector has fluctuated, changed and manifested itself. Thus, the archetype of the changemaker in classical top-down oriented types of social service and welfare was that of a social engineer, who analyzed the problem, designed a new approach and contributed to its implementation from the top to the bottom. Today the changemaker is that of a collaborator and co-creator being able to activate and mediate resources and energies from civil society and the private sector. During the course, emphasis will be on collaborative and relational types of innovation, such as co-production, co-creation and social innovation to better understand the space for collaboration and networks between public sector, private sector and civil society to solve social problems. The already rich field of practices, research, and education surrounding these concepts offers the potential to reflect on different types of public sector innovation and social innovation. Thus, familiarization with different concepts, debates, and practices is valued during the course, with a view to deepening the capacity for innovation and reflection on social innovation especially with references to social change and innovations in social policy. During the course we will have virtual and on-site visits by three international scholars and experts on innovation, social policy and social innovation.

APPROACH TO TEACHING AND LEARNING
At the course we are devoted to an interactive model of learning, since this connects well to contemporary approaches to innovation, especially in such areas as open models of innovation, collaborative innovation, social innovation and co-creation. Thus, we expect you to be very actively engaged in the co-creation of knowledge about issues, academic as well as practical, related to the course. We will develop this model of learning gradually and together.
BEFORE MEETING IN CLASS ON MARCH 18TH
Based upon our approach to interactive learning we kindly ask you all to do a bit of thinking and preparation before we meet: As a part of your presentation of yourself during the introduction at the first session/class, we encourage you to give a short presentation of a social, cultural or environmental problem from your home-town, region or neighbourhood, and how an innovation or an innovative approach could be a response to the problem. Here are some ideas for your preparation: Based on your professional identity and your identity as an informed citizen, please provide us with insight into the problem. Give some basic ideas about people, professionals and sectors (civil society, private, and public sector) important to solving the problem. Address some organizational dimensions, could be legal, or could require adjustments or changes in the way public administration addresses such problems. Who are the most important stakeholders, when trying to solve the problem? When meeting in class, you are expected to give an oral presentation of the problem/challenge you have chosen to address.
Program
The program addresses the following thematic areas:
• The shifting paradigms of public administration.
• Innovation in the public sector: Open and closed models of innovation. From the social engineer to the social entrepreneur and co-creator of public service.
